Graphics Gale – Great tool for creating pixel art animations. The constant animation preview and zoomed in window are especially convenient.
Paint.net – The program I started doing pixel art on and still use for non-animated artwork. Turn off anti-aliasing and you’re good to go!
Takabo Soft Pixel Art BBS – Japanese pixel art board. I’ve met some great people through it. It’s a great site to get feedback, JP style.
